A cross between the protected cruiser and the armored cruisers, these affordable, light , but well protected ships are considered a succes.
But 1 glaring flaw makes them less than good.  The light and very slow main guns. The deck mounted main gun turrets don't have the power to traverse with any speed high enough to aim at smal/fast combatants, and the 165mm guns lack the punch to go against heavier opponents.
A more humane consideration comes from a much heared comment in the engine rooms;  
"merde, who has designed this, midgets?"
This is mainly the mistake of the Torpedo bulkhead. On ships this size about as usefull as a second bellybutton.

By failing to find the old Springsharp file -made by Ithekro- of the Conde Class Armored cruisers I had to resim these ships.

Now all scrapped. The last ones of these class are in the Indochina fleet.

Small armored cruiser, successor of the huge Gloire class  heavy protected cruiser.
Increased main gun size and a diminished secundary to quintary battery and a total different armor lay out resulted in a class of ships a lot smaller than the 3 Gloires.
